When your car is parked for the winter, let it sit. There is no need to start it periodically. As long as its winterized properly, get a battery tender for the battery and wait til spring. You are most likely doing more damage to the engine starting it frequently in cold weather after its been sitting. Now, First thing I would check is the battery cables/terminals. Verify everything is tight. If that doesn't work I would imagine its the starter relay or the starter itself. One way to check is to verify the voltage at the starter.
